Facebook hasn't clamped down on Quest mods and sideloaded apps, so I imagine they would probably also want to keep a hands off approach on this too?
As far as Rift S vs Quest, I had a lot of internal debate about that as well AHA-Lambda but I'm glad I went Quest. The loss of 8hz is a fine tradeoff for being able to play wirelessly imo. The other specs are about the same so it's really just about if you think you'll use it wirelessly or not. If you think you'll only ever be doing PCVR then go Rift S of course.
Granted I've never used a Rift S so it could just be a "you don't know what you are missing" thing but I really dig the device. It's pretty cool that my wife can play Beat Saber in the living room and then if I want to hook it up to my PC and play a SteamVR game I can with just one cable connection (one less than the Rift S fwiw).
