Yeah, I think that last sentence about sums it up. I don't know if this borderline old person mentality, but it just doesn't seem appropriate at all. At least not in the basic sandbox where you can run around and do tonally dissonant stuff while wearing a dumb skin. Disable that or something. If you come into a museum wearing a hot dog costume doing dances -- especially during a culturally important anniversary -- you'll rightly be shown the door. Also reminds me a little of people doing crazy inappropriate selfies at public WW2 memorials. Nobody's stopping you, but it's just absolutely tasteless.

This sucks for the developers. At the same time, I feel it's essential to keep the 2-hour refund policy in place as it's been an extremely useful feature for consumers. I'm not sure what other alternative measures can be done to prevent this sort of abuse from happening that doesn't result in making massive changes to the policy.

The fact that someone endured your game (or any media) to the end does not automatically imply that it was worth the money. How many people do you think watched the latest Justice League movie or Mulan remake and wouldn't have taken a refund when they walked out? The primary criterion for a large number of refunds isn't whether a game was long enough, but whether it was good enough. Take a game like A Short Hike. Probably less than 2 hours but I promise you the number of refunds the developer got was a rounding error compared to his sales. Because the game is bursting with charm and beauty and it makes you feel good. There isn't a single human being who will read those words and attain enlightenment or have a road to Damascus moment and change their worldview by it.
