They talked how they wanted an experience as native to PC as possible. I can see how porting an old Xbox game and adding a UI that does all the things you want (and is usable with a cursor) can be a bit of work, depending on how it's coded.I missed this update on the Halo insider flights. Apparently the PC version is more complicated than they expected and the flights might not start this month, though they're still aiming for April.
Honestly, how is getting Halo: Reach set up for PC so hard? Sega has teams of two or three handling the ports of their old console games to PC, while I think the whole of the MCC has two teams of hundreds working on it. Reach is also going to be initially releasing without user-created replays or maps, so that should cut down on a lot of the complexity.

Should also be said certain things in software development are not solveable by just throwing more manpower at a problem. Like, if one of the things you need to do is "code a menu with mouse support" and you estimate it takes 100 hours. Throwing 100 people at it does not suddenly make it done after hour. Making a simplistic port that barely fits the platform is easy, making a great PC port takes time and work. And while I'm sure the Halo teams are huge, do we know how many are working on the PC stuff specifically? Tend to be smaller teams, going by experience.
