I think, haven't Valve did the entire thing differently before, nobody would've complained about it now, it just happens that they changed their coupons system for worse.I don't really agree with most of the coupons thoughts I read online.
The way I see it, for a decade or so a sale "just" meant that you get discounted games. Now it means that you get discounted games and if you spend a chunk of money you get an extra discount on top of the normal game discount. I find that hard to complain about.
Edit: I should mention though that I really don't care about the cosmetics, so I'm looking at it as if that wasn't a thing (i.e. to me the sale currency is only a means to a single end which is the extra discount).

EPIC and Valve are both private companies. Anything coming out of EGS should be looked as noise until they themselves post infographics. And even then those infographics need to be carefully examined since they fudge numbers using free game accounts, moneyhats, fortnite etc. And with Valve the only legit data we have is # of reviews + their end of the year platinum, gold, silver and bronze lists.
With something like Rockstar game launcher I don't see how anyone would have their data except Take-Two right now. Their earnings call in a few weeks should be the only reliable source. Assuming they even mention and not fudge their numbers too.
